From March 28 to 29, the 2024 National Conference on Drug Regulation Policies and Regulations was held in Beijing. Guided by Xi Jinping’s thought of socialism with Chinese characteristics in the new era, the meeting comprehensively carried out the spirit of the 20th CPC National Congress and the 2nd Plenary Session of the 20th CPC Central Committee, implemented the deployment of the National Drug Regulatory Work Conference, summarized the work of 2023, analyzed the current situation, and deployed the key tasks in 2024. Xu Jinghe, member of the party group and deputy director of the State Drug Administration, attended the meeting and delivered a speech.
The meeting pointed out that the work of drug regulatory policies and regulations in 2023 has achieved remarkable results. The Medical Devices Control Law is on the agenda, significant progress has been made in the revision of administrative regulations, and more than 10 urgently needed supporting regulations and normative documents have been issued, making the system of drug regulatory laws and regulations more complete. The system of laws and regulations on drug supervision has become more complete. A variety of means such as assessment, evaluation and policy guidance have been utilized in a comprehensive manner to actively promote cross-regional and cross-level drug supervision and coordination, and the foundation of the “national chess” system for drug supervision has been strengthened. It has promoted the combination of supervising and promoting law enforcement, advanced the standardized operation of license filing, and given full play to the role of review and litigation supervision, making administrative law enforcement behavior more standardized. It has also improved the system and mechanism for the convergence of criminal justice, promoted the convergence of case investigation and criminal justice, and provided stronger services to safeguard the needs of grass-roots supervision and law enforcement. Strengthen the construction of the legal system and mechanism, promote the construction of the rule of law publicity and education positions, respect for the law, learn the law, abide by the law and use the law more consciously.
The meeting emphasized that to do a good job in policies and regulations, we should adhere to Xi Jinping’s thought of socialism with Chinese characteristics in the new era as a guide, study and implement Xi Jinping’s thought on the rule of law, comprehensively implement the spirit of the 20th CPC National Congress and the spirit of the 2nd Plenary Session of the 20th CPC Central Committee, conscientiously implement the requirements of the “four most stringent” requirements for drug safety, in accordance with “political, strong supervision, safety, development, and people’s livelihood”, integrating high-quality development and high-level safety, continuously improving the regulatory laws and regulations, comprehensively strengthening the construction of law enforcement and supervision systems and mechanisms, further enhancing the effectiveness of rule of law publicity and education, and continuously advancing the construction of the regulatory system and regulatory capacity, so as to contribute to the practice of modernized drug regulation in China. The conference deployed the work on policies and regulations for 2024.
The meeting deployed the key tasks of policy and regulatory work in 2024: first, to accelerate the formulation and revision of important laws and regulations, and continuously improve the system of drug regulatory laws and regulations; second, to improve and strengthen the policy research work, and actively promote the up-and-down synergy of the drug regulatory system; third, to deepen the implementation of various norms and requirements of administrative behavior, and continuously enhance the quality and effectiveness of law enforcement in drug regulation; fourth, to strengthen the internal supervision and hierarchical supervision, to Comprehensively implement the requirements of law enforcement supervision; Fifth, to continue to deepen the drug rule of law publicity and education, and comprehensively enhance the systematic accuracy of the universal law; Sixth, to strengthen the drug regulatory policies and regulations team building, to create a particularly capable of fighting the high-quality team.
At the meeting, Beijing, Hebei, Shanghai, Jiangxi, Guangxi and other five provinces (autonomous regions and municipalities) Drug Administration responsible comrades to exchange speeches. The main person in charge of the Policy and Regulations Department of the State Drug Administration made specific arrangements for the key work in 2024.
