Announcement of the National Development and Reform Commission on the Public Consultation on the Guidance Catalogue for the Adjustment of Industrial Structure (2023 Edition, Draft for Opinion)
In order to deeply implement the spirit of the 20th CPC National Congress, adapt to the new situation and new tasks and requirements of industrial development, and accelerate the construction of a modernised industrial system, the National Development and Reform Commission, together with the relevant departments, has revised the Guidance Catalogue for the Adjustment of Industrial Structure (2023 Draft), which is hereby openly solicited for comments from the public.
The Industrial Structure Adjustment Catalogue is a “wind vane” for the development of the industry, which shows the current direction of national support for industrial development.
The Catalogue (2023 Edition) consists of three categories: Encouraged, Restricted and Eliminated. Encouraged categories are mainly technologies, equipment and products that have an important role to play in promoting economic and social development; restricted categories are mainly production capacity, technology, equipment and products that are backward in process technology, do not comply with the conditions for industry access and relevant regulations, are not conducive to safe production, are not conducive to the achievement of the goal of carbon neutrality, and need to be urged to transform and prohibit the construction of new production capacity; and phased-out categories are mainly those that do not comply with the provisions of the relevant laws and regulations and are a serious waste of resources, pollution of the environment, and safety, security and environmental protection. The elimination category mainly includes backward technologies, equipment and products that do not comply with relevant laws and regulations, seriously waste resources, pollute the environment and pose serious safety hazards, thus hindering the realisation of the goal of carbon neutrality and need to be eliminated.
Those outside the encouraged, restricted and eliminated categories and in compliance with relevant national laws, regulations and policies are permitted.
The Catalogue (2023 Edition) points out that high-end, intelligent and green development is still the encouraged development direction of the pharmaceutical industry.
